Govt's plan with Open field flood basin and UST rejecting iy

Hi, any engineers or people familiar with the plans here? I got questions.

1. The basin. Will it work?
2. Is it the only answer for Manila floods?
3. Will it affect structures?
4. Possible effects? (pwede daw magkasinkhole)
5. Any other suggestions?

I hate it when our only defense kasi is "Bruuuh, heritage site kaya yan bruuuh". We come out as entitled dickheads haha.
